re-implementation of the backup system when the classifications are reset for better management with sub-backups which are classified by the date of the reset

Fixed the auto reset system and broadcasts for ranking results.

so on the 1st of the month, at 00h00s01, the faction ranking reset and 30 seconds after the farm ranking.

I deleted the auto broadcast system after the reset which for me did not work as I wanted and I did not like it.

I'm working on the lockedzone system at the moment for complete automation for the university which gets the lockedzone so an update will be made on that later

I have already added in the config the possibility of choosing the name of the region for the lockedzone for more freedom

I also corrected the exempt faction system so that exempt factions are no longer displayed in the rankings and can no longer receive or withdraw points.

I also corrected the %..._last_winner% placeholder of the rankings so that it correctly retrieves from the config the name of the last winners and their points
